S38-N26654 - Approve the Sole Source Purchase of Two (2) Evacuation Boats and Five (5) Double Stack Trailer from Rescue One Corporation d/b/a/ One Boat in the total amount of $102,721.25 For the Fleet Management Department on behalf of the Houston Fire Department.
Specific Explanation:
The Director of the Fleet Management Department and the Chief Procurement Officer recommend that City Council approve the sole source purchase of two (2) evacuation boats and five (5) double stack trailers in the total amount of $102,721.25 for the Houston Fire Department, and that authorization be given to issue a purchase order to Rescue One Corporation d/b/a/ One Boat. The units are utilized by the Houston Fire Department to perform search and rescue missions during a flooding situations. The evacuation boats and trailers will come with a full two (2) year warranty, and will be an addition to the department’s fleet.
Rescue One Corporation d/b/a/ One Boat is the sole manufacturer and distributor of the R One ® Series rescue boats within the State of Texas.
This recommendation is made pursuant to Chapter 252, Section 252.022 (a) (7) (A) "a procurement of items that are available from only one source including: items that are available from only once source because of patents, copyrights, secret processes, or natural monopolies" of the Texas Government Code for exempted procurements.
M/WBE Subcontracting:
Zero-percent goal document approved by the Office of Business Opportunity.
Hire Houston First:
This procurement is exempt from the City’s Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing a sole source contractor for this purchase.
Fiscal Note:
Funding for this item is included in the FY18 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policy Ord. 2014-1078.
