SUBJECT: Additional Appropriation to Intersection Safety Improvements Work Order # 7.
RECOMMENDATION: Approve an ordinance appropriating additional funds to the Construction Contract with D G Medina Construction LLC.
PROJECT NOTICE/JUSTIFICATION: This project is part of the intersection safety improvements program and is required to meet standards for intersection safety, traffic capacity and access management.
DESCRIPTION/SCOPE: This project consists of safety and capacity improvements at intersections, including new/modified turn bays, improved curb radii, median work, new pavement markings, traffic signals, and ADA compliant wheelchair ramps and sidewalks.
LOCATION: The project area will be located throughout the City of Houston.
PREVIOUS HISTORY AND SCOPE: City Council approved the original Contract on January 4, 2017 under Ordinance No. 2017-0006. The scope of services under the original Contract consisted of construction services for intersection safety and capacity improvements, including curb, median pavement marking, sidewalks and accessible ramps.
SCOPE OF THIS ADDITIONAL APPROPRIATION AND FEE: The total cost of this additional appropriation is $360,000.00.

HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case the low bidder is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the contractor has elected to pay into the Contractor Responsibility Fund in compliance with City policy.
M/WBE PARTICIPATION: No City M/WBE participation goal is established for this project as the contract amount does not exceed the threshold of $1,000,000.00 required for a goal oriented contract per Section 15-82 of the Code of Ordinances.
FISCAL NOTE: No significant Fiscal Operating impact is anticipated as a result of this project.
