An ordinance approving a Professional Engineering Services Contract with Costello, Inc. and appropriate funds.
PROJECT NOTICE/JUSJIFICATION: This project is part of the City's Surface Water Transmission Program and is required to improve existing water distribution systems and to meet Harris-Galveston Coastal Subsidence District's Legislative mandate to regulate the withdrawal of groundwater.
DESCRIPTION/SCOPE: This project consists of the design of approximately 26,000 linear feet of 8-lnch, 12- lnch and 16-lnch water lines and related appurtenances to provide services for existing customers and to allow for future replacement of an existing 42-lnch water line along Highway 3.
LOCATION: The project is located primarily along Highway 3 from Dixie Farm Road (FM 1959) to Fuqua to Houston/Webster City Limit which is approximately 1,500 feet north of West Texas Avenue. The project is located in Key Map Grids 577X, 617B, 617C, 617G, 617H, 617M, 617R and 618N.
SCOPE OF CONTRACT AND FEE: Under the scope of the Contract, the Consultant will perform Phase II - final design, Phase Ill - construction phase services and additional services. The basic services fees for Phase II and Phase Ill are based on a negotiated lump sum amount. The total basic services appropriation is $554,495.00.
The Contract also includes certain additional services to be paid either as lump sum or on a reimbursable basis. The additional services include surveys, geotechnical investigations, traffic control plans, storm water pollution prevention plans, and tree protection plans. The total additional services appropriation is $552,296.21.
The total cost of this project is $1,272,900.00 to be appropriated as follows: $1,106,791.21 for Contract services and $166,108.79 for ClP Cost Recovery.
PAY OR PLAY PROGRAM: The proposed Contract requires compliance with the City's 'Pay or Play' ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
