Background:

RECOMMENDATION: (Summary)

The Solid Waste Management recommends City Council approve and Ordinance authorizing the second amendment to an interlocal agreement between the City of Houston and Harris County to increase funding in the amount of $91,000.00 for the purchase of additional surveillance cameras for monitoring and preventing environmental crimes.

 

SPECIFIC EXPLANATION

The Director of the Solid Waste Department recommends that City Council approve a second amendment to an interlocal agreement with Harris County to increase funding in the amount of $91,000.00 for the purchase of 14 additional camera systems for District H, 4 additional camera systems for District A and 4 additional camera systems for District I, for a total of 22 surveillance cameras for use in preventing illegal dumping primarily in Council Districts A, H and I.  The requested increase in funding will allow the City to purchase 22 additional camera systems.  The amendment also commits Harris County to deploy the additional cameras in Districts A, H and I which have some of the highest incidents of environmental crimes in the City of Houston.

 

PREVIOUS HISTORY AND PROJECT SCOPE:

On May 13, 2015, Ordinance Number 2015-0442, City Council approved an Interlocal Agreement between the City of Houston and Harris County for the purchase off 25 surveillance cameras for use in preventing illegal dumping primarily in Council B, D, H, K and I.  Under the terms of the Agreement, Harris County purchased and assembled surveillance camera systems and perform monitoring and prosecution of environmental crimes primarily in Council Districts B, D, H, I and K,  The original agreement and program are based on an FY15 budget amendment offered by Vice Mayor Pro Tem Davis and adopted by Council (Council Motion 2014-0589, passed on June 18, 2014). First Amendment 2017-0521 passed on July 26, 2017.

 

FISCAL NOTE

Funding for this item is included in the FY19 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
