PROJECT NOTICE/JUSTIFICATION: This project was part of the City's Surface Water Transmission Program and was required to increase circulation and availability of water from Bellaire Braes Pump Station.
DESCRIPTION/SCOPE: This project consisted of approximately 9,319 linear feet of 42-inch water transmission line, including tunnel crossing, utility adjustment, pavement replacement and replacement of approximately 2,851 linear feet of existing 12-inch asbestos cement water line with related appurtenances. Lockwood, Andrews and Newnam, Inc. designed the project with 270 calendar days allowed for construction. The project was awarded to SER CONSTRUCTION PARTNERS, LLC. with original Contract Amount of $6,383,159.60.
LOCATION: The Project is generally along Sandpiper Dr., Ludington Dr., Pembridge Dr. and W. Bellfort, from w. Airport Blvd on the south to Braes Forest Dr. on the west; in Key Map Grids 570B, C, D & H.
CONTRACT COMPLETION and COST: The Contractor, SER Construction Partners, LLC., has completed the work under the subject Contract. The project was completed within the Contract Time. The final cost of the project, including overrun and underrun of estimated unit price quantities is $6,373,333.27 a decrease of $9,826.33 or 0.15% under the original Contract Amount.
The decreased cost is a result of difference between planned and measured quantities of various Base Unit Price items, Extra Unit Price Items, and Cash Allowance, which were not necessary to complete the project.
MBE/SBE PARTICIPATION: The MBE/SBE goal established for this project was 18%. According the Mayor's Office of Business Opportunity, the participation was 33.79% Contractor's MBE/SBE performance evaluation was rated Outstanding.
