Summary:

ORDINANCE appropriating $4,750,000.00 out of Fund No. 4042 - Street & Traffic Control and Storm Drainage DDSRF, awarding contract to REYTEC CONSTRUCTION RESOURCES, INC for FY16-Mitigation Program for Capital Improvement Program Projects; setting a deadline for the bidder’s execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for testing services, CIP Cost Recovery, and contingencies relating to construction of facilities financed by the Fund No. 4042 - Street & Traffic Control and Storm Drainage DDSRF - DISTRICTS A - STARDIG; C - COHEN and D - BOYKINS

Background:

SUBJECT:  Contract Award for FY16-Mitigation Program for Capital Improvement Program Projects.

 

RECOMMENDATION  (SUMMARY) Accept low bid, award Construction Contract and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION:  The program is required to preserve, repair, rehabilitate, or reconstruct the storm water drainage asset to such a condition that it may be effectively part of the Capital Improvement Plan and is used for its designated functional purpose, including mitigate the hydraulic impact of increased storm water run-off from drainage improvement projects into receiving storm water systems, ditches, channels, and bayous.

DESCRIPTION/SCOPE:  This project consists of repairing or reconstructing the storm water drainage asset to such a condition that it may be effectively used for its designated functional purpose, including detention pond excavation and regrading, clearing and grubbing, concrete maintenance access ramp, concrete pilot channel, rip-rap, sodding and hydromulch seeding. The Contract duration for this project is 315 calendar days. This project was designed by Jones & Carter, Inc. for the Eureka Corridor, Parksedge and Rodeo Ditch detention basins and Halff Associates, Inc. for the Sharpstown detention basin.

LOCATION:

  1. Eureka Corridor project area is generally bound by Eureka Road on the north, Egbert Street on the south, White Oak Bayou on the east and Kansas Street on the west.  The project is located in Key Map Grids 492B, 449C, 449G & 492C.
  2. Parksedge Detention Pond project area is generally bound by HCFCD Ditch W1670403 on the north, Clay Road on the south, Sam Houston Tollway on the east and Brittmoore Rd on the west.  The project is located in Key Map Grid 449G.
  3. Rodeo Ditch Detention Pond project area is generally bound by Reed Road on the north, Airport Blvd on the south, South Fwy on the east and De Weese on the west.  The project is located in Key Map Grid 573A.
  4. Sharpstown Detention Pond project area is generally bound by Reamer Street on the north, Brays Bayou Greenway trail on the south and the east, and Mcavoy Drive on the west.  The project is located in Key Map Grids 530R & 530V.

 BIDS:  This project was advertised for bidding on 3/9/2018. Bids were received on 4/5/2018.  The two bids are as follows:

AWARD: It is recommended that this construction contract be awarded to Reytec Construction Resources, Inc. with a low bid of $3,850,002.50 and that Addendum Numbers 1 and 2 be made a part of this Contract.

 

PROJECT COST  The total cost of this project is $4,750,000 to be appropriated as follows:

Testing Services will be provided by Associated Testing Laboratories, Inc. under a previously approved contract.

 

HIRE HOUSTON FIRST:  The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case Reytec Construction Resources, Inc., is a designated HHF company, but they were the successful awardee without application of the HHF preference.

 

PAY OR PLAY PROGRAM:  The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.

 

 

 

M/WSBE PARTICIPATION:  The contractor has submitted the following proposed program to satisfy the 11% MBE goal and 7% WBE goal for this project.
