Summary:

ORDINANCE appropriating $60,000.00 out of Metro Construction - Other Fund as an additional appropriation to Professional Engineering Services Contract between the City of Houston and JAYMARK ENGINEERING CORPORATION for the Safe Sidewalk Program (Approved by Ordinance No. 2014-0472); providing funding for CIP Cost Recovery relating to construction of facilities financed by the Metro Construction - Other Fund

Background:

SUBJECT: Additional Appropriation to Professional Engineering Services Contract between the City and Jaymark Engineering Corporation for Safe Sidewalk Program.

 

RECOMMENDATION:  Approve an ordinance appropriating additional funds to the Professional Engineering Services Contract with Jaymark Engineering Corporation.

 

PROJECT NOTICE/JUSTIFICATION: This project is part of the Safe Sidewalk Program. This project is part of a continuing effort by the City to construct sidewalks throughout the City of Houston.

 

DESCRIPTION/SCOPE:   This project consists of the design of sidewalks for people with disabilities, in neighborhoods adjacent to schools, and along major thoroughfares.

 

LOCATION: This project is located throughout the City and is located in various Key Map Grids.

 

PREVIOUS HISTORY AND SCOPE: City Council approved the original Contract on May 14, 2014 under Ordinance No. 2014-0472. The scope of services under the original Contract consisted of Phase I, Phase II and III Basic Services and Additional Services for various work order assignments.

 

SCOPE OF THIS ADDITIONAL APPROPRIATION AND FEE:  The additional appropriation is requested to allow the existing Contract to continue the design of Major Thoroughfare Sidewalks, Safe School Sidewalk Program and Pedestrian Accessibility Review. The total cost of the additional appropriation is $60,000.00.

 

The total requested appropriation of $60,000.00 is to be appropriated as follows: $50,000.00 for contract services and $10,000.00 for CIP Cost Recovery.

 

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.

 

M/WBE PARTICIPATIONThe M/WBE goal established for this project is 24%. The original Contract amount totals $435,000.00. The Consultant has been paid $398,751.08 (91.67%) to date. Of this amount, $123,676.00 (31.02%) has been paid to M/WBE sub-consultants to date. Assuming approval of the requested additional appropriation, the contract amount will increase to $485,000.00. The Consultant previously met the planned M/WBE goal.
