The City Purchasing Agent recommends that City Council approve an amending ordinance authorizing a first amendment to the Contract between the City of Houston and RDI Mechanical, Inc. to increase the maximum contract amount from $10,238,893.00 to $11,219,806.00 and to extend the contract term from September 14, 2014 to December 31, 2014, for heating, ventilation and air conditioning services for various departments. The City Purchasing Agent may terminate this contract at any time upon 30-days written notice.
This contract was awarded on May 27, 2009 by Ordinance 2009-435 for a three-year term, with two one-year options in the amount of $10,238,893.00. On December 16, 2009, by Ordinance 2009-1318, an emergency repair in the amount of $132, 667.50 was approved. The contract commenced on June 15, 2009 and is currently in a 90-day extension period that expires on September 13, 2014. Expenditures as of July 24, 2014 totaled $10,164,145.00. The contract extension shall allow services to continue until a new contract is awarded. It is anticipated that the new contract shall be in place prior to December 31, 2014.
The scope of work requires the contractor to provide all labor, diagnostic test instruments, materials, equipment, transportation and supervision necessary to provide preventive maintenance, which includes monthly, quarterly and annual inspections along with remedial repairs on existing equipment.
The contract was awarded with an 11% M/WBE participation goal; RDI Mechanical, Inc. is currently achieving 5.57%. The Office of Business Opportunity will continue to monitor this contract to ensure maximum MWBE participation.
