The Director of the Public Works & Engineering Department and the City Purchasing Agent recommend that City Council approve the purchase of storm sewer grate locking systems from the GSA Schedule 84 Contract through the Cooperative Purchasing Program, under the Local Preparedness Act, signed June 26, 2008, in an amount not to exceed $500,000.00 for the Public Works & Engineering Department and that authorization be given to make purchases using purchase orders and the City’s Purchasing Card, as needed, from the GSA contractor, Millennium Lock, Inc., for a twenty-four (24) month period, with two one year options to extend. These locking systems will be used to prevent the theft of manhole covers, which ensures the Health and Safety of the citizens.
The storm sewer grate locking system is designed to prevent the theft of storm sewer grates by locking the grate to the housing that is embedded in concrete. This product does not exist in the market place and is designed as a cost saving measure to reduce the loss of existing or new storm sewer grates.
Hire Houston First:
This procurement is exempt from the City’s Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing an Interlocal or Cooperative Purchasing Agreement for this purchase.
