SUBJECT: Additional Appropriation to Traffic Signal Work Orders FY-2017 Contract between the City and Jerdon Enterprise, L.P.
RECOMMENDATION: Approve an ordinance appropriating additional funds to the Traffic Signal Work Orders FY-12017 Contract with Jerdon Enterprise, L.P.
PROJECT NOTICE/JUSTIFICATION: This project is part of the Street and Traffic Control Capital Improvement Plan (CIP) Program. This program is required to meet current City of Houston Standards as well as improve traffic signals, mobility, and safety at intersections. The traffic signals to be improved will be determined by the Traffic and Drainage Operations Service Line.
DESCRIPTION/SCOPE: This project consists of building traffic signals (including pedestrian HAWK signals), curb-ramps, pavement markings, signing, and other work to be detailed on the plans.
LOCATION: The limits of the project areas have not yet been determined. Work orders will be completed on an as-needed basis at locations determined by the Traffic and Drainage Operations Service Line.
PREVIOUS HISTORY AND SCOPE City Council approved the original Contract on June 28, 2017 under Ordinance No 2017-0477. The scope of services under the original Contract consisted of building traffic signals (including pedestrian HAWK signals), curb-ramps, pavement markings, signing, and other work as determined by work orders. Under this Contract, the Contractor completed the construction of traffic signals at Cullen and University of Houston Entrance #14, 11800 Astoria Boulevard, Gulfton at Westward and Chimney Rock at Dashwood. Construction is in progress at 13 other locations.
SCOPE OF THIS ADDITIONAL APPROPRIATION AND FEE: The requested additional appropriation will accomplish the following tasks: allow the existing Contract to continue building traffic signals (including pedestrian HAWK signals), curb-ramps, pavement markings and signing.
The total requested appropriation of $540,000.00 is to be appropriated as follows: $450,000.00 for contract services, $22,500.00 for contingencies and $67,500.00 for CIP Cost Recovery.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City's "Hire Houston First" (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, Jerdon Enterprise, L.P., is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
M/WBE PARTICIPATION: No City M/WSBE participation goal was established for this project as the contract does not exceed the threshold of $1,000,000.00 required for a goal oriented contract per Section 15-28 of the Code of Ordinances.
FISCAL NOTE: No significant Fiscal Operating impact is anticipated as a result of this project.
