SUBJECT: Accept Work for FY2013 Storm Water Pump Station and Flood Warning System Improvements.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $2,161,106.77 or 9.69% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the Capital Improvement Plan, FY2013 Storm Water Pump Station and Flood Warning System Improvements program and is required to construct storm drainage improvements and rehabilitate for Mesa Drive Pump Station.
DESCRIPTION/SCOPE: This project consisted of construction/rehabilitation of an existing Storm Water Pumping Station at 5405 Mesa Drive Pump Station including but not limited to demolition of controls and removal of pump stations’ well internal components which included but not limited to piping, pumps, sump pump, instrumentation, and piping supports. The construction work also consisted of installation of new pavement, fencing, new controls, an emergency quick connect, piping, pumps, ladders, trash rack, and all associated hardware. Chester Engineers, Inc. designed the project with 500 calendar days allowed for construction. The project was awarded to Industrial TX Corp. with an original Contract amount of $2,392,855.00.
LOCATION: The project area is generally bound by E. Houston Road on the west, Mesa Drive on the east, Attwater Street on the north, and U.S. 90 on the south. The project is located at 5405 Mesa Drive. The project is located in Key Map Grid 455U.
CONTRACT COMPLETION AND COST: The Contractor, Industrial TX Corp., has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 195 days approved by Change Order No. 1. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1 and 2 is $2,161,106.77, a decrease of $231,748.23 or 9.69% under the original Contract Amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goal for this project was 18.00%. The M/WBE plan established for this project was 19.80%. According to Office of Business Opportunity, the participation was 47.11%. Contractor’s M/WBE performance evaluation was rated Outstanding.
