The Houston Department of Health and Human Services Director and City Purchasing Agent recommend that City Council approve an award to Patterson Dental Supply, Inc. on its sole bid in an amount not to exceed $800,000.00 for dental equipment and supplies for the Houston Department of Health and Human Services (HDHHS). It is further requested that authorization be given to make purchases, as needed, for 36-month period with two one-year options. This award consists of one price list for dental equipment and supplies which includes; but is not limited to, ortho instruments, x-ray films, impression materials, syringes, anesthetics, and sealants to be used by the HDHHS’ Dental Bureau for routine, diagnostic, preventive, restorative, and surgical dental procedures. The Dental Bureau operates out of six (6) dental clinics providing comprehensive dental care to patients visiting La Nueva Casa, Lyons Avenue, West End, Sunnyside, Magnolia, and Northside Health centers. This award also includes a labor component in an amount not to exceed $18,000.00 for installation of equipment.
This project was advertised in accordance with the requirements of the State of Texas bid laws. Eleven prospective bidders downloaded the solicitation document from SPD’s e-bidding website, and one bid was received. The Strategic Procurement Division researched DentalEZ, Henry Schein, Inc., Source One Dental, W. Supply LLC, NAO Global Supply, Inc. AMI Dental, SWA International, Dentserve, Burkhart Dental Supply, and ABC Supply to determine the reason for the limited response to the ITB. Prospective bidders advised that 1) they do not publish a dental catalog price list or their categories for dental equipment and supplies were limited 2) they do not provide an online portal for ordering supplies and/or 3) they have limited nationwide or local branches to meet the needs of the HDHHS’ Dental Bureau.
Hire Houston First:
The proposed awards require compliance with the City’s ‘Hire Houston First’ ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, the proposed bidder does not meet the requirements of Hire Houston First; no Hire Houston First Firms were within three percent.
M/WBE Subcontracting: The Office of Business Opportunity approved a 6% Good Faith Effort request for this solicitation.
