SUBJECT: Accept Work for Martin Luther King Boulevard Reconstruction from IH610 S to Bellfort Street.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $18,463,674.84 or 0.47% over the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the Street and Traffic Capital Improvement Project (CIP) and was required to meet City of Houston standards as well as improve traffic circulation, mobility and drainage.
DESCRIPTION/SCOPE: This project consisted of the reconstruction of approximately 7,400 linear feet of concrete pavement roadway with related storm sewer system, sidewalks, street lighting and necessary underground utilities. The proposed drainage improvements included the installation of various sizes of large reinforced concrete pipes and boxes to improve the storm sewer within and around the vicinity of the project limits. Atkins North America, Inc. designed the project with 750 calendar days allowed for construction. The project was awarded to SER Construction Partners, LLC. with an original Contract Amount of $18,377,484.80
LOCATION: The project area is generally bound by IH-610 on the north, Bellfort Street on the south, Mykawa Road on the east and Cullen Boulevard on the west. The project is located in Key Map Grids 534N, S and W.
CONTRACT COMPLETION AND COST: The Contractor, SER Construction Partners, LLC., has completed the work under the subject Contract. The project was completed within the original contract time. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1, 2, and 3 is $18,463,674.84, an increase of $86,190.04 or 0.47% over the original Contract Amount and under 5% contingency amount. The increased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goal for this project was 18%. The M/WBE plan established for this project was 18.04%. According to Office of Business Opportunity, the participation was 21.64%. Contractor’s M/WBE performance evaluation was rated Outstanding.
