Specific Explanation:
The Chief of the Houston Police Department and the Chief Procurement Officer recommend that City Council approve an ordinance authorizing a first amendment to the contract between the City of Houston and DRC Emergency Services, LLC. to extend the contract term from August 5, 2018 to January 30, 2019, for Pre-Positioned Contract for Base Camp Services (Post Disaster) for the City of Houston.
The original contract was awarded on April 9, 2013 by Ordinance No. 2013-0300, for a three-year term, with two one-year options in the original amount of $36,609,500.00. The contract commenced on May 6, 2013 and is currently in a 90-day extension period that expires on August 5, 2018. No additional spending authority is required as the total amount of $36,609,500.00 of the original contract spending authority remains the same. The contract extension shall allow services to continue until new contract is awarded. All other terms and conditions of the contract shall remain the same.
The scope of work requires the contractor to provide all supervision, labor, parts, tools, materials, equipment, supplies and transportation, necessary to provide base camp facilities for up to 11,500 individuals (employees) during a post disaster period. The service includes, food, water, electricity, tent lodging, washing facilities, latrines, tent dining to include meals, recreational tents, tent maintenance facilities for City vehicles, tent medical support facilities, automotive fuel and fuel trucking services, pest control services, and associated construction, if required, subsequent to a hurricane, storm, tornado or other disaster related event.

The contract was awarded with a 11% goal that will be used upon activation and approval of funding by City Council.
