Summary:

RECOMMENDATION from Director General Services Department for approval of final contract amount of $2,583,529.15 and acceptance of work on contract with HASSELL CONSTRUCTION COMPANY, INC for Kingwood Community Center - 12.56% over the original contract amount and under the 12.66% contingency - DISTRICT E - MARTIN

Background:

SPECIFIC EXPLANATION: The General Services Department recommends that City Council approve the final contract amount of $2,583,529.15 or 12.56% over the original contract amount, accept the work and authorize final payment to Hassell Construction Company, Inc. for construction services in connection with Kingwood Community Center for the Houston Parks and Recreation Department.

 

PROJECT LOCATION:  4102 Rustic Woods (297X)

 

PROJECT DESCRIPTION: The project constructed a new community center; replaced and expanded the parking lot; connected walkways; installed landscaping and irrigation, and site detention, and installed an audio/video system for the large multi-purpose room. M2L Associates was the design consultant and GSD was the construction manager for this project.

 

CONTRACT COMPLETION AND COST:  The contractor completed the project within 432 days: the original contract time of 339 days plus 93 days approved by Change Orders.  The final cost of the project including Change Orders is $2,583,529.15, an increase of $288,257.15 over the original contract amount.

 

PREVIOUS CHANGE ORDERS:  Change Orders 1-3 added relocation of trees onsite, rainwater recovery system pump, security system upgrades, an audio/video system, and added non-compensable days to the contract.

 

PREVIOUS HISTORY AND PROJECT SCOPE:  On August 15, 2012, City Council approved a First Amendment to the construction contract which increased the director’s authority to approve Change Orders up to 12.66% of the original contract price.  The increased scope of work provided for the installation of an audio/video system for the large multi-purpose room, which was funded by the Lake Houston Tax Increment Reinvestment Zone – TIRZ No. 10.

 

CONSTRUCTION GOALS: The contract contained a 14% MBE goal and 10% SBE goal.  According to the Office   of Business Opportunity, the contractor achieved 15.37% MBE participation, 7.72% SBE participation and 1.10% WBE participation and was assigned a satisfactory rating.
