SUBJECT: Adopt an Ordinance approving Additional Appropriation for Change Order No. 7 for East Water Purification Plant - Chemical Feed Systems Improvements Bid Package 2 - Plant Nos. 1 and 2.
RECOMMENDATION: (SUMMARY) Adopt an Ordinance approving Additional Appropriation of $368,805.08 for East Water Purification Plant - Chemical Feed Systems Improvements Bid Package 2 - Plant Nos. 1 and 2.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s Capital Improvement Program to increase the safety, chemical capacity, reliability and the efficiency of operations at the East Water Purification Plant.
DESCRIPTION/SCOPE: The project included construction of improvements to storage and feed systems for: ammonia, sodium hydroxide, lime, powdered activated carbon, hydrofluosilicic acid, flocculant aid polymer, ferric and aluminum sulfate, filter aid polymer feed system; modifications to Plant Nos. 1 and 2 instrumentation and control system, including system programming, and all necessary electrical and instrumentation improvements for the control and application of the improved chemical systems. The project was awarded to Industrial TX Corporation with an original Contract Amount of $9,568,995.00.
LOCATION: The project area is located at 2300 Federal Road in Key Map Grids 496 U and Y.
ADDITIONAL APPROPRIATION: An Approval is requested for an additional appropriation of $368,805.08 in excess of the original contract value and extension of 120 days of contract time for additional work described in Change Order No. 7: to install four 8-inch double disc displacement pumps at East Water Purification Plant. This scope of work is necessary to complete the execution of this project due to the inspection results.
The requested appropriation will cover the additional work identified and leave the 5% contingencies balance for the completion of the remaining contract work.
The total requested appropriation is $368,805.08 to be appropriated as follows: $320,700.07 for contract services and $48,105.01 for CIP Cost Recovery.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, the proposed contractor meets the requirements of Hire Houston First.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides health benefits to eligible employees in compliance with City policy.
M/WBE PARTICIPATION: The M/WBE goal established for this contract is 20%. The original Contract approved by Ordinance No. 2016-0395 is in the amount of $9,568,995.00. Assuming approval of the Change Order No. 7 the Contract amount will increase to $9,889,695.07. According to the Office of Business Opportunity, the Contractor’s to date M/W/SBE performance is 35.40%.
FISCAL NOTE: No significant Fiscal Operating impact is anticipated as a result of this project.
