Summary:

ORDINANCE appropriating $7,656,181.00 out of Street & Traffic Control and Storm Drainage DDSRF and $654,100.00 out of Water & Sewer System Consolidated Construction Fund; awarding contract to CAAN CONSTRUCTION SERVICES, INC for Willow Waterhole Drainage and Paving; setting a deadline for the bidder’s execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for engineering, testing, CIP Cost Recovery, and contingencies relating to construction of facilities financed by Street & Traffic Control and Storm Drainage DDSRF and the Water & Sewer System Consolidated Construction Fund - DISTRICT C - COHEN

Background:

PROJECT NOTICE/JUSTIFICATION: This project is part of the Capital Improvement Plan (CIP) and will construct storm drainage improvements to address and reduce the risk of structural flooding.  Improvements include installation of a new drainage system that will provide storm water conveyance and in-line detention for mitigation.

 

DESCRIPTION/SCOPE:  The scope of work for this project includes the construction of new storm sewers ranging from 24-inches to 10-feet x 10-feet with junction boxes, necessary concrete paving, curbs, sidewalks and underground utilities.  The project will serve the Willow Meadows / Willowbend area.  The Contract duration for this project is 365 calendar days.  This project was designed by Edminster, Hinshaw, Russ & Associates, Inc.

 

LOCATION:  The project area is generally bounded by Cliffwood Drive to the West, Greenwillow Drive to the East, Braeswood Boulevard to the North, and IH-610 to the South.  The project is located in Key Map Grids 531 R and V.

 

BIDS:  This project was advertised for bidding on May 2, 2014.  Bids were received on May 29, 2014.  The seven (7) bids are as follows:

AWARD:  The low bid of $6,852,831.45 was submitted by Village Builders, LLC.  The apparent low bidder was not 'Hire Houston First' certified at the time of bid opening.  It is recommended that this construction Contract be awarded to the 'Hire Houston First' next low bidder, Caan Construction Services, Inc. with a second low bid of $6,899,314.60 and that Addenda Numbers 1 and 2 be made a part of this Contract.

 

PROJECT COST:  The total cost of this project is $8,310,281.00 to the appropriated as follows:

      • Bid Amount $6,899,314.60
      • Contingencies $   344,966.40
      • Engineering and Testing Services $   270,000.00
      • CIP Cost Recovery $   276,000.00
      • Construction Management $   520,000.00

Engineering and Testing Services will be provided by Associated Testing Laboratories, Inc. under a previously approved contract.

 

Construction Management Services will be provided by United Engineers, Inc. under a previously approved contract.

 

HIRE HOUSTON FIRST:  The proposed contract requires compliance with the City's 'Hire Houston First' ordinance that promotes economic opportunity for Houston business and supports job creation.  In this case, the proposed contractor meets the requirements of Hire Houston First.

 

PAY or PLAY PROGRAM:  The proposed contract requires compliance with the City's 'Pay or Play' ordinance regarding health benefits for employees of City contractors.  In this case, the contractor provides health benefits to eligible employees in compliance with City policy.

 

M/WBE PARTICIPATION:  The contract was advertised with an MBE Goal of 11% and a WBE Goal of 7%.  The contractor submitted a Good Faith Effort of which the Office of Business Opportunity (OBO) approved.

All known rights-of-way, easements and/or right-of-entry required for the project have been acquired.  A total of 5 rights-of-entry for the construction of driveways are required for this subject project.  These 5 rights-of-entry will be obtained before construction begins.
