Summary:

ORDINANCE appropriating $1,194,200.00 out of Metro Projects Construction DDSRF, awarding contract to R. MIRANDA TRUCKING & CONSTRUCTION, LLC  for Gus Wortham Park Golf Course Area Sidewalk and Turning Lane Improvements; setting a deadline for the bidder’s execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for testing services, CIP Cost Recovery and contingencies relating to construction of facilities financed by the Metro Projects Construction DDSRF - DISTRICT I - GALLEGOS

Background:

SUBJECT: Contract Award for Gus Wortham Park Golf Course Area Sidewalk and Turning Lane Improvements.

 

RECOMMENDATION:  (SUMMARY) Accept low bid, award Construction Contract and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION: This project is part of the general work order project planned to provide general neighborhood infrastructure improvements in the vicinity of Magnolia Park Area.

 

DESCRIPTION/SCOPE: This project consists of construction of 8-feet wide sidewalk and reconstruction of an existing right turning lane at the entrance of Gus Wortham Golf Course Park. The Contract duration for this project is 260 calendar days. This project was designed by IMS Engineers Inc.

 

LOCATION: The project area is generally bound by Rusk Street on the north, Lawndale Avenue on the south, 71st Street on the east and South Wayside Drive on the west.  The project is located in Key Map Grids 494Y,494Z, 534C and 534D.

BIDS: This project was advertised for bidding on February 16, 2018. Bids were received on March 15, 2018.  The seven (7) bids are as follows:

AWARD:  It is recommended that this construction contract be awarded to R. Miranda Trucking & Construction LLC with a low bid of $970,151.00 and that Addendum Number 1 be made a part of this Contract.

 

PROJECT COST: The total cost of this project is $1,194,200.00 to be appropriated as follows:

Testing Services will be provided by Associated Testing Laboratories, Inc. under a previously approved contract.

 

HIRE HOUSTON FIRST:  The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case R. Miranda Trucking & Construction LLC is a designated HHF company, but they were the successful awardee without application of the HHF preference.

 

PAY OR PLAY PROGRAM:  The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor has elected to pay into the Contractor Responsibility Fund in compliance with City Policy.

 

M/WSBE PARTICIPATION:  No City M/WSBE participation goal is established for this project as the contract does not exceed the threshold of $1,000,000.00 required for a goal oriented contract per Section 15-82 of the Code of Ordinances.

 

FISCAL NOTE: No significant Fiscal Operating impact is anticipated as a result of this project.

 

All known rights-of-way, easements and/or right-of-entry required for the project have been acquired.
