SUBJECT: Accept Work for Southpark and Southcrest Area Drainage and Paving Improvements (Subproject 2)
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $9,699,161.56 or 1.14% over the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the Capital Improvement Project (CIP) and constructed storm drainage improvement to address and reduce the risk of structural flooding. Improvements included installation of a new drainage system that will provide storm water conveyance and in-line detention for mitigation.
DESCRIPTION/SCOPE: This project consisted of the construction of storm drainage improvements, necessary concrete paving, curbs, sidewalks, driveways and underground utilities. IDS Engineering Group, Inc. designed the project with 730 calendar days allowed for construction. The project was awarded to JFT Construction, Inc. with an original Contract Amount of $9,590,243.79.
LOCATION: The project area is generally bound by South Loop 610 on the north, Southtown Street on the south, Mykawa Road on the east and Kassarine Pass on the west. The project is located in Key Map Grids 534 N, P, S, and T.
CONTRACT COMPLETION AND COST: The Contractor, JFT Construction, Inc., has completed the work under the subject Contract. The project was completed within the original contract time with an additional 25 days approved by Change Order No. 6. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1-7 is $9,699,161.56, an increase of $108,917.77 or 1.14% over the original Contract Amount and under 5% contingency amount. The increased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goal for this project was 18%. The M/WBE plan established for this project was 18%. According to Office of Business Opportunity, the participation was 20.26%. Contractor’s M/WBE performance evaluation was rated Outstanding. The Contractor received a “Outstanding” rating for MWSBE participation based on their efforts.
