Specific Explanation:
The Director of Fleet Management and the Chief Procurement Officer recommend that City Council approve the purchase of medium and heavy-duty cabs & chassis mounted with truck bodies through the Interlocal Agreement for Cooperative Purchasing with Texas Local Purchasing Cooperative (Buyboard) and the Houston-Galveston Area Council (H-GAC) in the total amount of $13,865,517.21 for the Houston Public Works and Houston Airport System and that authorization be given to issue purchase orders to the contract vendors as shown below.
Buyboard Contractor:
Rush Truck Centers of Texas, LP: Approve the purchase of three (3) diesel cabs & chassis to be mounted with sewer jet bodies in the amount of $229,902.00.
HGAC Contractors:
Rush Truck Centers of Texas, LP: Approve the purchase of two (2) 23,000-lb Gross Vehicle Weight Rating (GVWR) cab & chassis mounted with a fuel truck body; one (1) 25,950-lb GVWR cab & chassis mounted with a 10 cu. yd. dump truck body; two (2) 33,000-lb GVWR cab & chassis mounted with pothole truck bodies; six (6) 36,200-lb GVWR cab & chassis mounted with service truck bodies; one (1) 39,000-lb GVWR cab & chassis mounted with a service body; two (2) 46,000-lb GVWR cab & chassis mounted with a loader truck bodies; one (1) 62,000-lb GVWR cab & chassis mounted with a airfield rubber/marking removal body; one (1) 66,000-lb GVWR cab & chassis mounted with a crane body; three (3) 66,000-lb GVWR cab & chassis mounted with mixer bodies; one (1) 66,000-lb GVWR cab & chassis mounted with a 30 cu. yd. trash truck body; and one (1) 66,000-lb GVWR cab & chassis mounted with a 12 cu. yd. dump truck body in the amount of $5,082,418.51.
Houston Freightliner, Inc.: Approve the purchase of three (3) 26,000-lb Gross Vehicle Weight Rating (GVWR) cabs & chassis mounted with a 5/6 cu. yd. dump body; two (2) 36,000-lb GVWR cab & chassis mounted with crane bodies; seven (7) 43,200-lb GVWR cab & chassis mounted with crane bodies; one (1) 50,000-lb GVWR cab & chassis mounted with debris removal body; two (2) 62,000-lb GVWR cab & chassis mounted with roll off bodies; one (1) 66,000-lb GVWR cab & chassis mounted with 10/12 cu. yd. dump body; two (2) 66,000-lb cabs & chassis fuel truck mounted with a flatbed crane bodies; thirteen (13) 66,000-lb GVWR cab & chassis mounted with 18/20 cu. yd. dump bodies; five (5) 66,000-lb GVWR cab & chassis mounted with a winch truck body; and seven (7) 66,000 GVWR cab & chassis mounted with sewer cleaner bodies in the amount of $8,161,588.70.
Texas Underground, Inc.: Approve the purchase of three (3) sewer jet vacuum bodies in the amount of $391,608.00.
These cabs & chassis, truck bodies and assorted equipment that will be purchased from Rush Truck Centers of Texas, LP will come with a full five-year/100,000-mile warranty. The cab & chassis and truck bodies that will be purchased from Houston Freightliner will com with warranties of two years/unlimited miles on the cab and chassis, five years on the engine and transmission, and one year on the body. The life expectancy of these trucks is seven years or 100,000 miles. The body that will be purchased from Texas Underground, Inc. will come with warranties of one year on the body, two years on the frame and ten years on the water tanks. The life expectancy of these trucks is seven years or 100,000 miles.

Zero-percent goal document approved by the Office of Business Opportunity.
Hire Houston First:
This procurement is exempt from the City's Hire Houston First Ordinance. Bids were not solicited because the Department is utilizing an Interlocal or Cooperative Purchasing Agreement for this purchase.
Fiscal Note:
Funding for this item is included in the FY18 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policy Ord. 2014-1078.
