Summary:

ORDINANCE approving and authorizing the submission of an electronic application to the CENTERS FOR DISEASE CONTROL AND PREVENTION for grant assistance in connection with the cooperative agreement for emergency response and public health crisis response, for the support of jurisdictions affected by Hurricane Harvey ; declaring the City’s eligibility for such grant; authorizing the Director of the Houston Health Department to act as the City’s representative in the application process, with the authority to accept the grant and expend the grant funds, as awarded, and to apply for and accept all subsequent awards, if any, pertaining to the grant

Background:

The Houston Health Department (HHD) requests City Council approval of an ordinance authorizing a grant application to the Center for Disease Control and Prevention (CDC). The project period is from August 1, 2018 through September 30, 2020. The grant application amount is $6,102,146.00.

HHD also requests City Council authorize the Mayor to execute all related contracts, agreements and documents with the approval of the City Attorney in connection with the grant application and to authorize the Director or his designee to act as the City's representative with the authority to apply for, accept and expend the grant funds if and as awarded, and to accept and expend all subsequent supplemental awards, if any, and to extend the term and/or budget and project period not to exceed five years, if extended by the CDC during the project period and does not require cash matching funds.

On February 9, 2018, Congress passed and the President signed into law the Bipartisan Budget Act of 2018 (H.R. 1892). The act includes $200 million in one-time funding appropriated to CDC for response, recovery, preparation, mitigation, and other expenses directly related to the consequences of hurricanes Harvey, Irma, and Maria. CDC activated CDC-RFA-TP18-1802, Cooperative Agreement for Emergency Response: Public Health Crisis Response to award a portion of those funds to jurisdictions affected by one or more of these three hurricanes.

HHD will use funding from this grant to support overall efforts to activate public health emergency response activities. HHD intends to implement a total of thirteen projects with the funding outline that appears as Attachment A.
