SUBJECT: Accept Work for Beltway Wastewater Treatment Plant Improvements.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $9,027,926.53 or 4.82% over the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s ongoing program to renew and replace inefficient components of existing wastewater treatment plants.
DESCRIPTION/SCOPE: This project consisted of the development of specific components of the Beltway 8 Wastewater Treatment Plant. It includes improvements to the Influent Lift Station, Grit Removal Facility, Drainage of Existing Aeration Basin, Aeration Basin and Clarifier Splitter Box Gates, Chlorine compact Basin and its Flow Configuration, Non-Potable Water System, Existing Aerobic Digester, Air Distribution Piping, Aeration Basin Dissolved Oxygen Level Actuators and Indicators, Replacement of Belt Filter Press Flow Meter and Belt Filter Press Polymer Feed System. CH2M Hill designed the project with 565 calendar days allowed for construction. The project was awarded to Industrial TX Corp. with an original Contract Amount of $8,612,525.00.
LOCATION: The project is located at 10518 Bellaire, Key Map Grid No. 529G.
CONTRACT COMPLETION AND COST: The Contractor, Industrial TX Corp. has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 290 days approved by Change Order Nos. 2, 3 and 4. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1, 2, 3 and 4 is $9,027,926.53, an increase of $415,401.53 or 4.82% over the original Contract Amount. The increased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goal for this project was 18.00%. The M/WBE plan established for this project was 18.45%. According to the Office of Business Opportunity, the participation was 23.72% The Contractor’s MWBE performance evaluation was rated Satisfactory. The Prime achieved an Outstanding rating for the project, however, they did not use all of their goal credit subcontractors, therefore received a Satisfactory rating for the project.
