SUBJECT: Contract Award for City Wide Overlay Package #24.
RECOMMENDATION: Accept low bid, award Construction Contract and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City Wide Overlay program and is required to improve and maintain a safe road surface and accessibility, and to prolong the life of the roadway.
DESCRIPTION/SCOPE: This project consists of the resurfacing of major thoroughfares and collector streets with asphalt overlay along with the repair and improvements to curbs and accessible ramps. The project involves the construction of hot mix asphaltic concrete, base repair, and pavement markings as needed. The Contract duration for this project is 365 calendar days.
LOCATION: There are two project areas. The first is from 16100 Groeschke Road to 17105 Groeschke Road located in Key Map Grids 447Q, 447R, and 448N. The second is on John F. Kennedy Boulevard from North Sam Houston Parkway east to Aldine Bender located in Key Map Grids 374T and X.
BIDS: This project was advertised for bidding on December 8, 2017 and December 15, 2017. Bids were received on January 4, 2018. The three bids are as follows:

Testing Services will be provided by Professional Service Industries, Inc. under a previously approved contract.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case Angel Brothers Enterprises, Ltd. is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor has elected to pay into the Contractor Responsibility Fund in compliance with City policy.
M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 12% MBE goal and 7% WBE goal for this project.
