Summary:

ORDINANCE finding and determining that public convenience and necessity no longer require the continued use of Wingate Street from 75th Street to Basin Street, being out of and part of Port of Houston, Houston, Harris County, Texas; abandoning the street to the Port of Houston Authority of Harris County, Texas, f/k/a Harris County Houston Ship Channel Navigation District, and Jacob Stern & Sons, Inc., the abutting property owners, in consideration of their payment to the City of $104,700.00, and other consideration DISTRICT I - GALLEGOS

Background:

SUBJECTOrdinance authorizing the abandonment and sale of Wingate Street, from 75th Street to Basin Street, located within the Port Houston Addition, out of John R. Harris One League Grant, S.S.B.B. Parcels SY17-037 and SY17-048

RECOMMENDATION: (Summary) It is recommended City Council approve an ordinance authorizing the abandonment and sale of Wingate Street, from 75th Street to Basin Street, located within the Port Houston Addition, out of John R. Harris One League Grant, S.S.B.B. in exchange for a consideration of $104,700.00.  Parcels SY17-037 and SY17-048

SPECIFIC EXPLANATION: Jim Vo, on behalf of The Port of Houston Authority of Harris County, Texas (Port of Houston), 111 East Loop North, Houston, Texas 77029, (Ricky Kunz, Chief Commercial Officer) and Jacob Stern & Sons, 2104 75th Street, Houston, Texas  77011, (Chip Hull, Chief Financial Officer), requested the non-acceptance of Wingate Street, from 75th Street to Basin Street, and Basin Street from, the south right-of-way line of Wingate Street south to the north right-of-way line of Mobile Street, located within the Port Houston Addition, out of John R. Harris One League Grant, S.S.B.B.  Since Wingate Street was used for utility purposes the Joint Referral Committee approved the request as an abandonment and sale.  The non-acceptance of Basin Street will be processed separately.  Port of Houston and Jacob Stern & Sons, the abutting property owners, plan to incorporate the subject street into its abutting property for future development.

The Port of Houston Authority of Harris County, Texas and Jacob Stern & Sons have complied with the transaction requirements, have accepted the City’s offer, and have rendered payment in full.

14,100 square-foot street easement:

Valued at $4.50 per square foot

Parcel SY17-048    

7,500 square-foot street easement:

Valued at $5.50 per square foot

  $ 41,250.00
     
TOTAL ABANDONMENT AND SALE   $104,700.00

Therefore, it is recommended City Council approve an Ordinance authorizing the abandonment and sale of Wingate Street, from 75th Street to Basin Street, located within the Port Houston Addition, out of John R.
