S38-E26576 B & H - Purchase of Grounds Maintenance Equipment through the Interlocal Agreement for Cooperative Purchasing with the Texas Local Government Purchasing Cooperative (BuyBoard) and Houston-Galveston Area Council (H-GAC) in the total amount $1,203,180.08 for the Fleet Management Department on behalf of the Houston Public Works.
Specific Explanation:
The Director of Fleet Management and the Chief Procurement Officer recommend that City Council approve the purchase of grounds maintenance equipment through the Interlocal Agreement for Cooperative Purchasing with the Texas Local Purchasing Cooperative (Buyboard) and the Houston-Galveston Area Council (H-GAC) in the amount of $1,203,180.08 for the Houston Public Works, and that authorization be give to issue purchase orders to the contractors as shown below. The funding for these vehicles is included in the adopted FY17/FY18 Equipment Acquisition Plan. The equipment will be utilized by the Major Ditch Maintenance Section to cut grass on citywide jobsites, and to reduce potential flooding situations.
H-GAC Contractor:
Deere & Company: Approve the purchase of three (3) 65-hp utility tractors, eight (8) 100-hp utility tractors, eight (8) 540 rates per minute (RPM) with power takeoff (PTO) lift-type rear rotary cutters, and nine (9) 72-inch 7-gauge mower riding decks in the total amount of $651,604.80.
BuyBoard Contractor:
Brookside Equipment Sales, Inc.: Approve the purchase of eight (8) 21ft rear cradle boom mowers in the total amount of $333,763.28.
Silsbee Ford, Inc.: Approve there purchase of a cab and chassis mounted with a herbicide body in the total amount of $217,812.00.
These new equipment will meet the EPA’s current emission standards for low emission vehicles. The boom movers and rear cutters will come with a one (1) year warranty. The mowers will come with a thirty-six (36) months or 1500 hours warranty (which ever comes first), and the tractors will come with a twenty-four (24) months or 2,000 hours warranty (which ever comes first). The life expectancies of this new equipment will be seven to twelve years.
The cab and chassis mounted with the herbicide truck body is an addition to the department's fleet and will come with a full three-year/36,000-mile bumper-to-bumper warranty on the cab & chassis and the herbicide truck body will come with a full one-year warranty. The life expectancy of this vehicle is seven years or 100,000 miles.

Hire Houston First:
This procurement is exempt from the City’s Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing an Interlocal or Cooperative Purchasing Agreement for this purchase.
Fiscal Note:
Funding for this item is included in the FY19 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policy Ord. 2014-1078.
