Summary:

ORDINANCE approving contract award to SMITH PUMP COMPANY, INC for Small Submersible Pump Repair Services for Houston Public Works; providing a maximum contract amount - 3 Years with two one-year options - $7,339,154.60 - Enterprise Fund

Background:

Formal Bid Received February 1, 2018 for S74-L26429 – Approve an ordinance awarding a contract to Smith Pump Company, Inc. for the Best Value Bid (BVB) in the total amount not to exceed $7,339,154.60 for small submersible pump repair services for Houston Public Works (HPW).

Specific Explanation:

The Director of Houston Public Works and the Chief Procurement Officer recommend that City Council approve an ordinance awarding a three-year contract, with two one-year options to Smith Pump Company, Inc. in the total amount not to exceed $7,339,154.60 for Houston Public Works.

 

The scope of work requires the contractor to provide all supervision, labor, tools, parts, materials, equipment, supplies, engineering, and facilities necessary to provide precision repair and replacement services for small submersible pumps at various water and wastewater facilities for Houston Public Works.  The services include servicing motor stator coils, motor stator iron, motor rotor, pump casing, pump impeller, pump volute, wear rings, bearings, seals and electrical/mechanical work. 

 

The Best Value Bid (BVB) was advertised in accordance with the requirements of the State of Texas bid laws.  Ten (10) prospective respondents downloaded the solicitation document on the Strategic Procurement Division’s e-bidding website, and as a result BVBs were received from  Hahn Equipment Company, Inc., Pumps of Houston, and Smith Pump Company, Inc.  Subsequent to the receipt of the bids, prospective bidders were contacted to determine the reason for the limited response to the BVB.  One prospective bidder advised they did not have the capacity to take on more with their existing contracts.  Several prospective bidders responded they could not be competitive, for Smith Pump Company, Inc. is the local representative for Flygt pumps. 

 

The BVBs were evaluated based on the following published criteria:

2.         Past Performance

3.         Cost

4.         Financial Capability

5.         M/WBE Participation

6.         Conformance with BVB Requirements

 

Smith Pump Company, Inc. and Pumps of Houston bid on Group III - Miscellaneous pumps.  The EC evaluated both BVBs and recommended Smith Pump Company, Inc. for the award of Group III - Miscellaneous pumps.

 

No Bid was received on Group II - KSB Pumps.  KSB Pumps will not be awarded at this time.

 

M/WBE Participation:

The BVB was issued as a goal-oriented contract with a 3% M/WBE participation level.  Smith Pump Company, Inc. has designated the below named companies as its certified M/WBE subcontractors:

Pay or Play Program:

The proposed contract requires compliance with the City’s “Pay or Play” ordinance regarding health benefits for employees of City contractors.  In this case Smith Pump Company, Inc. will provide health benefits to eligible employees in compliance with City policy. 

 

Hire Houston First:

The proposed contract requires compliance with the City’s “Hire Houston First” ordinance that promotes economic opportunity for Houston Businesses and support job creation.  In this case the proposed contractor Smith Pump Company, Inc. does not meet the requirements for HHF designation; no HHF firm was within three percent.

 

Fiscal Note:

Funding for this item is included in the FY19 Adopted Budget.  Therefore, no Fiscal Note is required as stated in the Financial Policy
