Formal Bids Received November 16, 2017 for S78-S26367 – Approve an award to Symetrica, Inc. in the amount not to exceed $1,980,450.00 for Radio Isotope Identification Devices (RIID) for the Mayor’s Office of Homeland Security.
Specific Explanation:
The Director of the Mayor’s Office of Public Safety and Homeland Security and the Chief Procurement Officer recommend that City Council approve an award to Symetrica, Inc. on its low bid meeting specifications in the total amount not to exceed $1,980,450.00 for the Mayor's office Of Homeland Security. It is further requested that authorization be given to issue purchase orders, as needed for a thirty-six-month term with two one-year options to Symetrica, Inc.
This project is supported by the Department of Homeland Security, Domestic Nuclear Detection Office (DNDO). This award consists of Radio Isotope Identification Devices (RIID) including the furnishing, delivery, calibration service and maintenance of the equipment. The Radio Isotope Identification Device (RIID) is a handheld, battery powered, radiation detector with the ability to analyze the energy spectrum of radiation and to identify the specific radioactive material that is emitting the radiation. This equipment can be used as survey instruments to locate radioactive material as well as the discovery of terror devices. Should a radioactive/nuclear device be discovered, render safe teams can be notified quickly and respond prior to the device functioning. This will save lives as well as save significant costs required to remediate contaminated sites. This equipment will be used by bomb techs, hazmat techs, maritime officers and commercial motor vehicle officers in the Greater Houston region.
This project was advertised in accordance with the requirements of the State of Texas bid laws. Seventeen (17) prospective bidders downloaded the solicitation document from SPD’s e-bidding website and four (4) bids were received as outlined below (based on unit price).

This bid was issued with a 11% M/WBE participation. Symetrica, Inc. submitted a Good Faith Effort to the Office of Business Opportunity, which was approved. Therefore, Symetrica, Inc. will not be required to meet the 11% M/WBE goal.
Hire Houston First:
This procurement is funded by a federal grant program. This procurement is exempt from the City’s Hire Houston First Ordinance that promotes economic opportunity for Houston businesses and supports job creation.
Fiscal Note:
Funding for this item is included in the FY18 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policy Ordinance 2014-1078.
