Requests for Qualifications received July 13, 2017 for S74-Q26279 – Approve an ordinance awarding a contract to Arredondo, Zepeda & Brunz, LLC/NewGen Strategies and Solutions, LLC Joint Venture in the amount not to exceed $485,280.00 for Consulting Services for Long-Range Solid Waste Management Plan for the Solid Waste Management Department.
Specific Explanation:
The Director of the Solid Waste Management Department and the Chief Procurement Officer recommend that City Council approve an ordinance awarding a three-year contract to Arredondo, Zepeda & Brunz, LLC/NewGen Strategies and Solutions, LLC Joint Venture for Consulting Services for Long-Range Solid Waste Management Plan in the amount not to exceed $485,280.00 for the Solid Waste Management Department.
The purpose of the contract is to engage a consulting firm to develop a long-range municipal solid waste management plan. The plan shall include strategies and methodologies for waste reduction, recycling and reuse.
The Requests for Qualifications (RFQ) was advertised in accordance with the requirements of the State of Texas bid laws. Five (5) prospective respondents viewed the solicitation document on the Strategic Procurement Division’s e-bidding website, and as a result, qualifications were received from Burns & McDonnell Engineering Co., Inc. and Arredondo, Zepeda & Brunz, LLC/NewGen Strategies and Solutions, LLC Joint Venture. The evaluation committee consisted of two (2) members from the Solid Waste Management Department, one (1) from the Legal Department, one (1) from the Houston-Galveston Area Council (HGAC) and one (1) from Keep Houston Beautiful (KHB). Pay or Play Program:
The proposed contract requires compliance with the City’s “Pay or Play” ordinance regarding health benefits for employees of City contractors. In this case Arredondo, Zepeda & Brunz, LLC/NewGen Strategies and Solutions, LLC Joint Venture will provide health benefits to eligible employees in compliance with City policy.
Hire Houston First:
The proposed contract requires compliance with the City’s “Hire Houston First” ordinance that promotes economic opportunity for Houston Businesses and support job creation. In this case the proposed contractor Arredondo, Zepeda & Brunz, LLC/NewGen Strategies and Solutions, LLC Joint Venture does not meet the requirements for HHF designation; no HHF firm was within three percent.
Fiscal Note:
Funding for this item is included in the FY19 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policy Ordinance 2014-1078.
