Formal Bids Received April 5, 2018 for S78-N26529 – Approve an award to Thermo Electron North America LLC in the amount not to exceed $131,204.53 for gas chromatograph and mass selective detector (GC-MSD) for Houston Public Works.
Specific Explanation:
The Director of the Houston Public Works and the Chief Procurement Officer recommend that City Council approve an award to Thermo Electron North America LLC on its low bid meeting specifications in the amount of $109,337.11 and contingencies (20% for unforeseen consumable items, i.e. hand-held terminals, barcode readers, and ion gauge upgrade kit) in the amount of $21,867.42 for a total amount not to exceed $131,204.53 for gas chromatograph and mass selective detector (GC_MSD) for Houston Public Works, and that authorization be given to issue a purchase order.
This gas chromatograph and mass selective detector (GC-MSD) purchase is needed to replace the existing laboratory equipment at the Department's Wastewater Operation (WWO) Laboratory, located at 10500 Bellaire Blvd, Houston, TX 77072 for Houston Public Works. The WWO lab's existing GC-MSD was purchased in 1991 and requires extensive upkeep. The software is obsolete and is not compatible with the laboratory information management system (LIMS). The new GC-MSD will allow the WWO lab new methods for organic analysis and will provide data that is reliable and defensible. This purchase will also enable the wastewater laboratory to no longer ship lab samples to contract laboratories. The new GC_MSD equipment will come with a full one-year manufacturer’s warranty on materials and workmanship and the estimated life expectancy is about 20 years.
This project was advertised in accordance with the requirements of the State of Texas bid laws. Three (3) prospective bidders downloaded the solicitation document from SPD’s e-bidding website and two (2) bids were received as detailed below:

MWBE Participation:
This bid was issued with a 11% M/WBE participation. Thermo Electron North America LLC. submitted a Good Faith Effort to the Office of Business Opportunity which was approved. Therefore, Thermo Electron North America LLC will not be required to meet the 11% M/WBE goal.
Hire Houston First:
This proposed award requires compliance with the City’s Hire Houston First (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, the proposed suppliers do not meet the requirements for HHF designation; no HHF firms were within three percent.
Fiscal Note:
Funding for this item is included in the FY2018 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policy Ordinance No. 2014-1078.
