SUBJECT:
An ordinance approving an additional appropriation to an existing Professional Engineering Services Contract between the City and Transcore ITS, LLC for Houston Intelligent Transportation System (HITS) Design-Build services.
RECOMMENDATION:
An ordinance approving an additional appropriation to an existing contract with Transcore ITS, LLC. to be used for TIGER Grant's Professional Engineering Services.
PREVIOUS HISTORY:
The City of Houston was awarded a Transportation Investment Generating Economic Recovery (TIGER 2014) Grant to deploy Intelligent Transportation Systems (ITS) within the City of Houston.
City Council awarded a contract to Transcore ITS, LLC, on June 21, 2017, Ordinance 2017-0460 with a total contract amount of $33,598,583.00. City Council also appropriated, in Ordinance 2017-0460, $10,000,000.00 of Federal's cost share to be funded from Federal Government Grant Fund 5000 and $10,000,000.00 of City's cost share to be funded from METRO Projects Construction DDSRF Fund 4040. Federal's cost share will be recovered through FHWA's project reimbursement process. The remaining City's cost share of $13,598,583.00 is programmed for funding from METRO Project Construction DDSRF Fund 4040.
DESCRIPTION/SCOPE:
This project consists of installing 91 arterial Dynamic Message signs (DMS), 113 CCTV cameras, 144 mid-block traffic count stations, 489 enhanced signal detection locations, and 235 WiMAX communication devices. The project is estimated to be completed by year 2020 plus a 2 year maintenance term. The system will:
- Allow traffic management staff to detect and respond to congestion and incidents in real-time;
- Provide real-time traveler information to the public and partner agencies for analysis and planning;
- Reduce travel delay and emissions;
- Improve capacity, accessibility, and travel time reliability;
- Enable traffic management staff to optimize signal operations by customizing timing plans for varying traffic demands;
- Allow maintenance staff to identify, assess and respond quicker to equipment failures.
PROJECT COST:
This request is to authorize an appropriation as follows:
- City's cost share $6,000,000.00
- Project Cost Recovery $ 900,000.00
PAY OR PLAY:
This project is exempt for the City’s Pay or Play Ordinance because it involves the current contract using federal funds therefore is subject of specific procurement rules pertaining the federal government.
DBE PARTICIPATION:
The M/WBE goal established for this project is 7%. The original Contract amount totals $33,598,583.00. The Consultant has been paid $9,778,293.67 (29.1%) to date. Of this amount, $274,545.15 (2.81%) has been paid to M/WBE sub-consultants to date. The M/WBE goal does not require additional funding at this time.
FISCAL NOTE: No significant Fiscal Operating Impact is anticipated as a result of this project
