Summary:

RECOMMENDATION from Director Houston Public Works for approval of final contract amount of $2,517,129.33 and acceptance of work on contract with D.L. ELLIOTT ENTERPRISES, INC for Water Line Replacement in Langwood Area - 3.17% under the original contract amount  DISTRICTS A - STARDIG and C - COHEN

Background:

SUBJECT:  Accept Work for Water Line Replacement in Langwood Area.

 

RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $2,517,129.33 or 3.17% under the original Contract Amount, accept the Work and authorize final payment.

 

PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s Water Line Replacement Program and was required to replace and upgrade water lines within the City to increase availability of water, improve circulation and fire protection.

DESCRIPTION/SCOPE: This project consisted of the construction of approximately: Area 1 - 30,904 linear feet of 4-inch, 6-inch and 8-inch of water lines and Area 2 – 6,256 linear feet of 8-inch, 12-inch and 16-inch of water lines including construction of service lines, fire hydrants, valves, fittings, connections, and other appurtenances in the Langwood Area. Isani Consultants, L.P. designed the project with 400 calendar days allowed for construction.  The project was awarded to D.L. Elliott Enterprises, Inc. with an original Contract Amount of $2,599,641.48. 

LOCATION: The project area is generally bounded by W. 43rd on the north, Jim on the south, Antoine on the east and Lang on the west. This project is located in key map grids 451 E, F, J, K & L.

 

CONTRACT COMPLETION AND COST: The Contractor, D.L. Elliott Enterprises, Inc., has completed the work under the subject Contract. The project was completed on time with an additional 62 days approved by Change Order Nos. 1 and 2. The final cost of the project, including overrun and underrun of estimated unit price quantities, is $2,517,129.33, a decrease of $82,512.15 or 3.17% under the original Contract Amount. The decreased cost is a result of the difference between planned and measured quantities.

M/WSBE PARTICIPATION: The advertised M/WBE contract goal for this project was 20.00%. The M/WBE plan established for this project was 20.00%. According to Office of Business Opportunity, the participation was 22.88%. Contractor M/WBE performance evaluation was rated Outstanding.
