Specific Explanation
The Director of Houston Public Works Department and the Chief Procurement Officer recommend that City Council approve an ordinance awarding a three-year contract, with two one-year options to Bio-Aquatic Testing, Inc. in an amount not to exceed $1,795,330.00 for testing of wastewater, surface water, sludge, and soil for Houston Public Works.
The scope of work requires the contractor furnish all tools, supplies, equipment, labor, training, supervision and all other items incidental to and required to provide analytical laboratory testing services to the City for all required biomonitoring and as a backup to the City’s wastewater lab.
The Request for Proposal (RFP) was advertised in accordance with the requirements of the State of Texas bid laws. Thirty-two (32) prospective respondents downloaded the solicitation document from the Strategic Procurement Division’s e-bidding website. As a result, proposals were received from Bio-Aquatic Testing Inc., North Water District Laboratory Services, and Xenco Laboratories. The proposals were evaluated on the following criteria:

This request for proposal was issued as a goal-oriented contract with an 11% M/WBE participation level. Bio-Aquatic has designated the below-named company as its certified M/WBE subcontractor.

In this case, Bio-Aquatic Testing, Inc. does not meet the requirements for HHF designation; no other HHF firms were within three percent.
