Summary:

ORDINANCE appropriating $5,105,900.00 out of Water & Sewer System Consolidated Construction Fund, awarding contract to RESICOM, INC for 30-inch and 36-inch Cast Iron Water Line Improvements from South Boulevard to Westpark Drive; setting a deadline for the bidder's execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for testing services, CIP Cost Recovery, construction management, construction phase engineering services and contingencies relating to construction of facilities financed by the Water & Sewer System Consolidated Construction Fund - DISTRICT C - COHEN

Background:

SUBJECT: Contract Award for 30-Inch and 36-Inch Cast Iron Water Line Improvements from South Boulevard to Westpark Drive.

 

RECOMMENDATION: Accept low bid, award Construction Contract and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s Surface Water Transmission program and is required to improve existing water distribution systems and to meet Harris-Galveston Coastal Subsidence District’s Legislative mandate to regulate the withdrawal of groundwater.

 

DESCRIPTION/SCOPE: This project consists of rehabilitation of approximately 15,000 linear feet of existing 30-inch and 36-inch water line and installation of approximately 2,240 linear feet of 8-inch distribution water line.  Rehabilitation to existing water line includes installation of internal sealing of joints, air release valves, access manways and service manholes and replacement of butterfly valves.   The Contract duration for this project is 450 calendar days. This project was designed by Lockwood, Andrews, and Newnam, Inc.

 

LOCATION: The project area is generally bound by Westpark Drive on the north, South Boulevard on the south, Montrose Boulevard on the east and Edloe Street on the west. The project is located in Key Map Grids 492 W, X, Y, Z and 493W.

 

BIDS: This project was advertised for bidding on November 17, 2017. Bids were received on December 14, 2017. The six (6) bids are as follows:

AWARD: It is recommended that this construction contract be awarded to Resicom, Inc. with a low bid of $3,718,589.00.

 

PROJECT COST: The total cost of this project is $5,105,900.00 to be appropriated as follows:

Testing Services will be provided by Aviles Engineering Corporation under a previously approved contract.

 

Construction Management Services will be provided by Project Surveillance, Inc. under a previously approved contract.

 

Construction Phase Engineering Services will be provided by Lockwood, Andrews, & Newnam, Inc. under a previously approved contract.

 

HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, Resicom, Inc. is a designated HHF company, but they were the successful awardee without application of the HHF preference.

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor has elected to pay into the Contractor Responsibility Fund in compliance with City policy.

 

M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 12% MBE goal and 7% WBE goal for this project.
