Summary:

ORDINANCE consenting to the addition of 147.665 acres of land to BAUER LANDING WATER CONTROL AND IMPROVEMENT DISTRICT, for inclusion in its district

Background:

 

SUBJECT: Petition for the City’s consent to the addition of 147.6650 acres to Bauer Landing Water Control and Improvement District (Key Map No. 285 G, L, Q).  

 

RECOMMENDATION: Petition for the City’s consent to the addition of 147.6650 acres to Bauer Landing Water Control and Improvement District be approved. 

 

SPECIFIC EXPLANATION: Bauer Landing Water Control and Improvement District was created through the TCEQ in 2014, and currently consists of 306.469 acres within Harris County. The district is within the extraterritorial jurisdiction of the City and has petitioned the City for consent to add 147.6650 acres of vacant land, proposed be developed as single family residences, a detention basin and park space, to the district. The proposed annexation tract is located in the vicinity of FM 2920, Bauer Road, Spring Creek, and Roberts Cemetary Road. The addition of land to the district will not release it from the City’s extraterritorial jurisdiction.

 

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

 

The District has a wastewater collection system and treatment facility. The annexation tract will be provided with wastewater treatment by the Bauer Road Wastewater Treatment Plant. Potable water is provided by the district.

 

The nearest major drainage facility for Bauer Landing Water Control and Improvement District is Spring Creek, which flows into the San Jacinto River, and finally into Lake Houston. The proposed annexation tract is partially within the 100 year floodplain (15%) and not within the 500 year floodplain.

 

By executing the Petition for Consent, the district has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the district must be approved by the City of Houston prior to their construction.   

 

The Utility District Review Committee recommends that the subject petition be approved.
