ORDINANCE consenting to the addition of 3.5589 acres of land to HARRIS COUNTY WATER CONTROL and IMPROVEMENT DISTRICT NO. 110, for inclusion in its district

Background:

 

SUBJECT: Petition for the City’s consent to the addition of 3.5589 acres to Harris County Water Control and Improvement District No. 110 (Key Map No. 332 B).

 

RECOMMENDATION: Petition for the City’s consent to the addition of 3.5589 acres to Harris County Water Control and Improvement District No. 110 be approved.

 

SPECIFIC EXPLANATION: Harris County Water Control and Improvement District No. 110 was created through the TCEQ in 1968, and currently consists of 1,284.4964 acres within Harris County. The district is within the extraterritorial jurisdiction of the City and has petitioned the City for consent to add 3.5589 acres of vacant land, proposed as commercial developments, to the district. The proposed annexation tract is located in the vicinity of Cypresswood Drive, Ella Boulevard, Louetta Road, and Holzwarth Road. The addition of land to the district will not release it from the City’s extraterritorial jurisdiction.

 

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

 

The District has a wastewater collection system and treatment facility. The annexation tract will be provided with wastewater treatment by the Harris County Water Control and Improvement District No. 110 Wastewater Treatment Plant. Potable water is provided by the district.

 

The nearest major drainage facility for Harris County Water Control and Improvement District No. 110 is Cypress Creek, which flows into Spring Creek, then to the San Jacinto River, and finally into Lake Houston. The proposed annexation tract is within the 100 year floodplain (75%) and none of the tract is within the 500 year floodplain.

 

By executing the Petition for Consent, the district has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the district must be approved by the City of Houston prior to their construction.

 

The Utility District Review Committee recommends that the subject petition be approved.
