SUBJECT: Petition for the City’s consent to the addition of three tracts of land totaling 277.0360 acres to Harris County Municipal Utility District No. 319 (Key Map No. 325 A, B, E, F).
RECOMMENDATION: Petition for the City’s consent to the addition of three tracts of land totaling 277.0360 acres to Harris County Municipal Utility District No. 319 be approved.
SPECIFIC EXPLANATION: Harris County Municipal Utility District No. 319 was created through an act of the Texas Legislature in 1985, and currently consists of 597.5185 acres within Harris County. The district is within the extraterritorial jurisdiction of the City and has petitioned the City for consent to add three tracts of vacant land, 82.80 acres, 20.30 acres and 173.936 acres totaling 277.0360 acres, to the district. The annexation tracts are proposed to be developed as single family, commercial, and mixed use that will include a recreation center, parks, open space, and detention facilities. The annexation tracts are located in the vicinity of Little Cypress Creek, Becker Road, Bauer-Hockley Road, and Bauer Road. The addition of land to the district will not release it from the City’s extraterritorial jurisdiction.
The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.
The District has a wastewater collection system and treatment facility. The annexation tracts will be provided with wastewater treatment by the Cypress 600 Development Wastewater Treatment Plant. Potable water is provided by the district.
The nearest major drainage facility for Harris County Municipal Utility District No. 319 is Little Cypress Creek, which flows into Cypress Creek, then to Spring Creek, then to the San Jacinto River, and finally into Lake Houston. Portions of the 82.80 acre tract (20%) and 173.936 acre tract (20%) are within the 100 year floodplain. None of the tracts are within the 500 year floodplain.
By executing the Petition for Consent, the district has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the district must be approved by the City of Houston prior to their construction.
The Utility District Review Committee recommends that the subject petition be approved.
