The Houston Parks and Recreation Departments (HPARD) requests City Council approve an Interlocal Agreement (ILA) between the City of Houston (the City) and the Clear Lake City Water Authority (CLCWA), to contribute $75,000 toward the costs of constructing a 10-foot-wide hike and bike trail (the Project). Council Member Martin is providing financial support for the project with this allocation of Council District Service funds.
The Project is part of Phase 1 of the multi-purpose, water detention and retention facility known as Exploration Green. Exploration Green is nearly 200 acres of detention ponds, wetlands, native tree nursery, athletic fields, natural areas and hike & bike trails in the former Clear Lake Golf Course. Excavation of Phase 1, near the Clear Lake Recreation Center, is completed and ready to hold at least 100 million gallons of stormwater. A grand opening celebration is planned for April 28, 2018.
Exploration Green is owned by the CLCWA for use as a storm water detention and recreation area. The CLCWA has contracted with the Exploration Green Conservancy, Inc. - a 501 (c)(3) nonprofit dedicated to creating, maintaining and operating the habitat restoration and recreation facilities within Exploration Green, while concurrently supporting the use of the area for storm water detention.
In consideration of the City’s contribution of Funds, the CLCWA shall waive any applicable park use fees for up to four (4) City hosted events per year at Exploration Green.
Fiscal Note
Funding for this item is included in the FY2018 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policy Ord. 2014-1078.
