RECOMMENDATION from Director Houston Public Works for approval of final contract amount of $1,365.253.00 and acceptance of work on contract with ISI CONTRACTING, INC for On-Call Neighborhood Traffic Management Program Construction - DISTRICTS C - COHEN; D - BOYKINS; F - LE; G - TRAVIS; H - CISNEROS; I - GALLEGOS; J - LASTER and K - CASTEX-TATUM

SUBJECT:

Accept Work for the On-Call Neighborhood Traffic Management Program Construction.

RECOMMENDATION:

Pass a motion to approve the final Contract Amount of $1,365,253.00, accept the Work and authorize final payment.

PREVIOUS HISTORY:

The Neighborhood Traffic Management Program (NTMP) installs traffic calming devices to minimize speeding and cut-through traffic problems in residential neighborhoods. The NTMP uses on-call construction contract to install traffic calming devices that have been approved.

SPECIFIC EXPLANATION:

PROJECT NOTICE/JUSTIFICATION: This on-call contract was part of the Neighborhood Traffic Management Program and was required to maintain and install traffic calming devices.  

DESCRIPTION/SCOPE: This contract is to construct traffic calming devices such as traffic circles, speed cushions, entrance/exit islands, directional islands and bulb-out islands in various locations throughout the City of Houston. The contract was awarded to ISI Contracting, Inc., with an original Contract Amount of $1,275,937.50

LOCATION: The contract installed traffic calming devices in the following neighborhoods.

CONTRACT COMPLETION AND COST:  The Contractor, ISI Contracting, Inc., has completed the work orders issued under the subject Contract. Each work order was completed within the required schedule. The final cost of the project is $1,365,253.00, an increase of $89,315.50 or 7% over the original Contract Amount, but within the allocated contingency amount.

M/WBE PARTICIPATION:

The advertised M/W/SBE contract goal for this project was 18%. The M/W/SBE plan established for this project was 19.42%. According to the Office of Business Opportunity,  the participation was 9.44%. Contractor’s M/W/SBE performance evaluation was rated Unsatisfactory. The Prime failed to use two goal credit subs that would have contributed to their effort to achieve the goal.
