RECOMMENDATION from Director Houston Public Works for approval of final contract amount of $2,630,820.11 and acceptance of work on contract with REYTEC CONSTRUCTION RESOURCES, INC for Waterline Valve Replacement Project - 3.93% under the original contract amount (WA 11181)

Background:

SUBJECT:  Accept Work for Waterline Valve Replacement Project, WBS No. S-000702-0010-4, File No. WA 11181

 

RECOMMENDATION: (Summary)

Pass a motion to approve the final contract amount of $2,630,820.11 or 3.93% under the original contract amount, accept the work, and authorize final payment.

 

SPECIFIC EXPLANATION:

PROJECT NOTICE/JUSTIFICATION:  Under this project, the contractor provided a work order based removal, disposal and installation of new small and large diameter waterline valves and ancillary work throughout the City.

 

DESCRIPTION/SCOPE: This project provided for the replacement of small and large diameter waterline valves that are deteriorated beyond repair, the installation of new valves, and the replacement of some small and large diameter water lines that are associated with the installation of the new valves.  The project was awarded to Reytec Construction Resources, Inc. with an original contract amount of $2,738,348.00.  The Notice to Proceed date was 03/23/15 and the project had 365 calendar days for completion. 

 

LOCATION:   The work performed under the contract included locations within Council Districts A, B, C, D, E, F, G, H, I, J and K.

 

CONTRACT COMPLETION AND COST:  The contractor Reytec Construction Resources, Inc. has completed the work under the contract within the contract time.  The final cost of the project, including overrun and underrun of estimated bid quantities and previously approved Change Order No. 1 is $2,630,820.11, a decrease of $107,527.89 or 3.93% under the original contract amount.

 

MWBE PARTICIPATION: The contract MBE and WBE Goals were 12% and 7% respectively.  According to Office of Business Opportunity, the actual participation was 17.42%.  The contractor was awarded an “Unsatisfactory” rating.
