SUBJECT: Petition for the City’s consent to the addition of 7.5500 acres to Fort Bend County Municipal Utility District No. 142 (Key Map No. 524 P).
RECOMMENDATION: Petition for the City’s consent to the addition of 7.5500 acres to Fort Bend County Municipal Utility District No. 142 be approved.
SPECIFIC EXPLANATION: Fort Bend County Municipal Utility District No. 142 was created through the TCEQ in 2003, and currently consists of 1,237.48 acres within Fort Bend County. The district is within the extraterritorial jurisdiction of the City and has petitioned the City for consent to add 7.5500 acres of vacant land, proposed be developed as commercial property, to the district. The proposed annexation tract is located in the vicinity of West Hidden Lake Lane, FM 359, Fulshear Gaston Road, and FM 723. The addition of land to the district will not release it from the City’s extraterritorial jurisdiction.
The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.
The District has a wastewater collection system and treatment facility. Potable water is provided by the district. The annexation tract is proposed to be developed as a commercial storage facility and will not require water or wastewater service. The development will only connect to the district’s storm water drainage system.
The nearest major drainage facility for Fort Bend County Municipal Utility District No. 142 is Andrus Creek, which flows to the Brazos River, and finally into the Gulf of Mexico. The proposed annexation tract is not within the 100 or 500 year floodplain.
By executing the Petition for Consent, the district has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the district must be approved by the City of Houston prior to their construction.
The Utility District Review Committee recommends that the subject petition be approved.
