SUBJECT: Petition for the City’s consent to the addition of 6.3571 acres to Bridgestone Municipal Utility District (Key Map No. 290 N).
RECOMMENDATION: Petition for the City’s consent to the addition of 6.3571 acres to Bridgestone Municipal Utility District be approved.
SPECIFIC EXPLANATION: Bridgestone Municipal Utility District was created through the Texas Water Commission, predecessor to the Texas Natural Resource Conservation Commission and Texas Commission on Environmental Quality, in 1976 and currently consists of 2,296.4493 acres within Harris County. The district is within the extraterritorial jurisdiction of the City and has petitioned the City for consent to add 6.3571 acres that has an existing veterinarian clinic and will construct a pet boarding facility, to the district. The proposed annexation tract is located in the vicinity of Kuykendahl Road, Gosling Road, FM 2920, and Rhodes Road. The addition of land to the district will not release it from the City’s extraterritorial jurisdiction.
The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.
The District has a wastewater collection system and treatment facility. The annexation tract will be provided with wastewater treatment by the Bridgestone Municipal Utility District Wastewater Treatment Facility. Potable water is provided by the district.
The nearest major drainage facility for Bridgestone Municipal Utility District is Cypress Creek, which flows into Spring Creek, then to the San Jacinto River, and finally into Lake Houston. The proposed annexation tract is partially within the 100 year floodplain (6%) and not within the 500 year floodplain.
By executing the Petition for Consent, the district has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the district must be approved by the City of Houston prior to their construction.
The Utility District Review Committee recommends that the subject petition be approved.
