ORDINANCE approving and authorizing a contract between the City of Houston and STRIKE WATER SERVICES, LLC for Regulatory Drinking Water Sample Collection and Field Analysis for Houston Public Works; providing a maximum contract amount - 3 years with two one-year options - $1,315,650.00 - Enterprise Fund

Background:

Formal Bids Received on February 21,2018 for S30-L26534 - Approve an ordinance awarding a contract to Strike Water Services, LLC on its best value bid in an amount not to exceed $1,315,650.00 for regulatory drinking water sample collection and field analysis for Houston Public Works.

 

Specific Explanation:

The Director of Houston Public Works and the Chief Procurement Officer recommend that City Council approve an ordinance awarding a three-year contract, with two one-year options to Strike Water Services, LLC in the total amount not to exceed $1,315,650.00 for regulatory drinking water sample collection and field analysis for Houston Public Works.

 

The scope of work requires the contractor to conduct regulatory drinking water sample collection and field analysis for the City's Main Public Water System and Willowchase Public Water System in accordance with the Texas Administrative Code and the City's Standard Operating Procedure for Distribution of Bacteriological Sample Collection.  Additionally, at each designated sampling point site, concurrent with routine microbial sample collection, contractor shall use its own equipment to measure and report the disinfectant residual (total and free chlorine), monochloramine, and free ammonia (as nitrogen).

 

This Best Value Bid (BVB) was advertised in accordance with the requirements of the State of Texas bid laws.  Four prospective bidders downloaded the solicitation document from SPD's e-bidding website, and as a result, best value bids, were received from Strike Water Services LLC and Envirodyne Laboratories, Inc.  The evaluation committee was compromised of evaluators from Houston Public Works.  The best value bids were evaluated upon the following criteria:

  • Experience
  • Qualifications
  • Price

 

Strike Water Services, LLC  was deemed the best value respondent.

 

M/WBE Participation:

Zero-percentage goal sign-off approved by the Office of Business Opportunity

 

Pay or Play Program:

The proposed contract requires compliance with the City's 'Pay or Play' ordinance requiring health benefits for employees of City contractors.  In this case, Strike Water Services, LLC will pay into the program in compliance with City policy.

 

Hire Houston First:

The proposed award require compliance with the City's 'Hire Houston First (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation.  In this case, Strike Water Services, LLC does not meet the requirements for HHF designation; no firms were within three-percent.

 

Fiscal Note:

Funding for this item is included in the FY2018 Adopted Budget.  Therefore, no Fiscal Note is required as stated in the Financial Policy Ordinance No.: 2014-1078.
