The Housing and Community Development Department (HCDD) recommends approval of a resolution that amends Resolution 2015-5 that was approved by City Council on February 24, 2015 to recognize the entire neighborhood of Near Northside as a Concerted Revitalization Area (CRA). The 2015 resolution recognized only the southern portion of the neighborhood identified as a CRA.
Applications for 9% Housing Tax Credits administered by the Texas Department of Housing and Community Affairs (TDHCA) may receive additional points if located in a distinct area that was once vital and has lapsed into a situation requiring concerted revitalization, and where a concerted revitalization plan has been developed, executed and adopted by a municipality.
HCDD completed its planning study entitled Disaster Recovery Round 2 Market Analysis/Area Selection (DR2 Planning Study) published in May 2013. This DR2 Planning Study was adopted by City Council and recognized the areas of a portion of Near Northside, a portion of Fifth Ward and a portion of OST/South Union as CRA’s. This amendment will include all areas identified in the Planning Study.
