SUBJECT: Accept Work for Shepherd Drive Drainage and Paving Improvements.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $22,262,562.96 or 4.85% over the original Contract Amount, and under 5% contingency amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the Capital Improvement Plan that constructed storm drainage improvements to address and reduce the risk of structural flooding. Improvements included modification of street conveyance and sheet flow, and provided detention for mitigation.
DESCRIPTION/SCOPE: This project consisted of design and construction of new storm sewers ranging from 24-inch to 84-inch with outfall structure and bank stabilization at Buffalo Bayou, necessary concrete paving, curbs, sidewalks, driveways and underground utilities. The project serves an area surrounding Shepherd Drive from Westheimer Road to Buffalo Bayou. Klotz Associates, Inc. designed the project with 370 calendar days allowed for construction. The project was awarded to Oscar Renda Contracting, Inc. with an original Contract Amount of $21,233,340.85
LOCATION: This project area is generally bounded by Shepherd Drive on the west, McDuffie Street on the east, Buffalo Bayou on the north and Westheimer Road on the south. The project is located in Key Map Grids 492-L, M, Q, R and U.
CONTRACT COMPLETION AND COST: The Contractor Oscar Renda Contracting, Inc., has completed the work under the subject Contract. The project was completed on time with an additional 264 days approved by Change Order No(s) 3 and 5-8. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order No(s) 1 and 3-8 is $22,262,562.96, an increase of $1,029,222.11 or 4.85% over the original Contract Amount and under 5% contingency amount. The increased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION:The advertised MWBE contract goal for this project was 18%. The M/WBE plan established for this project was 18.06%. According to Office of Business Opportunity, the participation was 32.10%. Contractor’s M/WBE performance evaluation was rated Outstanding.
