Summary:

ORDINANCE appropriating $570,233.88 out of Water & Sewer System Consolidated Construction Fund; approving and authorizing Advanced Funding Agreement between the City of Houston and TEXAS DEPARTMENT OF TRANSPORTATION for the US 90A Water Line Relocation; providing funding for CIP Cost Recovery relating to construction of facilities financed by the Water & Sewer System Consolidated Construction Fund - DISTRICT H - CISNEROS

Background:

SUBJECT:  Advance Funding Agreement between the City of Houston and the Texas Department of Transportation (TxDOT) for the US 90A Water Line Relocation.

 

RECOMMENDATION:  Adopt an ordinance approving and authorizing an Advance Funding Agreement between the City of Houston and TxDOT and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION: This project is part of the Federal Off-System Bridge Program which is administered by TxDOT to relocate Water Lines along US 90A from UPRR’s rail yard to Palestine Street.

 

DESCRIPTION:  This project consists of the relocation of existing waterlines at US 90A from UPRR’s rail yard to Palestine Street which is relocated for improvements.

 

LOCATION:  The project area is generally bound by Boyce Street on the north, Karnes Street on the south, UPRR Basin Yard on the east and Harbor Street on the west. The project is located in Key Map Grid 495J.

 

SCOPE OF THE AGREEMENT AND FEE:  This Advance Funding Agreement coordinates planned infrastructure between TxDOT and the City. Under the terms of this agreement, the City will be 50% responsible for all costs associated with the waterline relocation which is currently estimated at $844,790.93 therefore the City will pay $422,395.47 to offset the difference. In addition to the estimated cost, the amount of $84,479.09 will be needed for contingency funding and $63,359.32 for CIP Cost Recovery. TxDOT will provide all engineering and related services necessary to develop plans, specifications and estimates (PS&E) for construction of the project. The State will also provide for the construction of the waterline relocation. The City will maintain the City’s waterline upon completion of TxDOT’s project.

 

FISCAL NOTENo significant Fiscal Operating Impact is anticipated as a result of this project.

 

ACTION RECOMMENDED:  It is recommended that City Council adopt an ordinance approving and authorizing an Advance Funding Agreement between the City of Houston and TxDOT and appropriate $570,233.88 for the City’s participation.
