Summary:

NEWMAN REGENCY GROUP, INC, for Vaughan Vertical Pedestal Chopper Pumps for Houston Public Works - $58,821.00 - Enterprise Fund

Background:

S78-N26502 – Approve the sole source purchase from Newman Regency Group, Inc., for  Vaughan Vertical Pedestal Chopper Pumps in an amount not to exceed $58,821.00 for Houston Public Works.

 

Specific Explanation:

The Director of Houston Public Works and the Chief Procurement Officer recommend that the City Council approve a sole source purchase from Newman Regency Group, Inc., in an amount not to exceed $58,821.00 for Vaughan vertical pedestal chopper pumps for Houston Public Works, and that authorization be given to issue a purchase order.

The purchase consists of three (3) Vaughan vertical pedestal chopper pumps that will replace the existing vertical pedestal chopper pumps which are inoperable and beyond economical repair.  The repair cost of these pumps exceeds 70% of the cost of new chopper pumps.   The chopper pumps are used to remove scum, oil, grease and other floating debris from the treatment process system to prevent equipment from clogging and damage.

The scope of work requires the supplier to furnish and deliver Vaughan Vertical Pedestal Chopper Pumps for Houston Public Works, Houston Water Division, White Oak Wastewater Treatment Plant (WWTP), located at 7103 Gulf Bank Road, W., Houston, TX 77088.  The Vaughan Vertical Pedestal Chopper Pumps will come with a full one-year manufacturer’s warranty on materials and workmanship and the estimated life expectancy is about 20 years.  The supplier shall have eight (8) calendar weeks to furnish and deliver the Vaughan Vertical Pedestal Chopper Pumps after receipt of the City of Houston purchase order.

Newman Regency Group, Inc is the sole authorized municipal representative in the state of Texas of the Vaughan pumps and has no other authorized representative providers.

This recommendation is made pursuant to Chapter 252, Section 252.022 (a) (7) (A) “a procurement of items that are available from only one source because of patents, copyrights, secrete processes, or natural monopolies” of the Texas Local Government Code for exempt procurements.

 

MWBE Participation:
This Procurement is exempt from the MWBE, subcontracting goal participation as the total project expenditures does not exceeds the City’s $100,000.00 threshold.

 

Hire Houston First:

This procurement is exempt from the City’s Hire Houston First Ordinance.  Bids were not solicited because the department is utilizing a sole source contractor for the purchase.

 

Fiscal Note:

Funding for this item is included in the FY2018 Adopted Budget.  Therefore, no Fiscal Note is required as stated in the Financial Policy Ordinance No. 2014-1078.
