Background:

Formal bid received on 10/19/2017 for S78-N26340.  Approve an award to Copesan Services, Inc. d/b/a Holder’s Pest Solutions in an amount not to exceed $85,285.00 for the removal, disposal and replacement of bird netting, bird netting curtain and vinyl door flaps for Houston Public Works.

 

Specific Explanation:

The Director of Houston Public Works and the Chief Procurement Officer recommend that City Council approve an award to Copesan Services, Inc. d/b/a Holder’s Pest Solutions on its low bid meeting specifications for a total amount not to exceed $85,285.00 for Houston Public Works.  It is further requested that authorization be given to issue a purchase order.  

 

This project was advertised in accordance with the requirements of the State of Texas bid laws.  Nine (9) prospective bidders downloaded the solicitation document from SPD’s e-bidding website and five (5) bids were received as detailed below:

The primary purpose of purchasing bird netting, curtains and vinyl door flaps are to keep birds out of the sludge plant. The existing material has been exposed to wind, sunlight and rain which, contributed to the accelerated breakdown of the netting material. The bird netting curtains are torn and some flaps are deteriorated or missing, which exposes the sludge processing equipment and may allow birds to fly into the facility and cause more damage to the equipment. In addition, the bird droppings can create slip-and-fall hazards for workers and visitors, which can become a huge legal liability to the City of Houston.  Furthermore, the existing netting, curtains and door flaps are original material and has never been replaced at the 20 plus years old Sludge Processing Facility, located at 2525 S/Sgt, Macario Garcia, Drive, Houston, TX 77020.

The bird netting, curtains and vinyl door flaps will come with one year manufacturer’s warranty on materials and workmanship.  The supplier shall have eighty (80) working / business days to deliver and install the materials upon receipt of the purchase order.  The life expectancy of these materials are about 10 years.

 

MWBE Participation:

This procurement is exempt from the MWBE subcontracting goal participation as the total project expenditure does not exceed the City’s $100,000.00 threshold.

 

Hire Houston First:

This proposed award requires compliance with the City’s Hire Houston First (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation.  In this case, the proposed suppliers do not meet the requirements for HHF designation; no HHF firms were within three percent.

 

Fiscal Note:

Funding for this item is included in the FY2018 Adopted Budget.  Therefore, no Fiscal Note is required as stated in the Financial Policy Ordinance No. 2014-1078.
