Formal Bid Received for S74-L26343 – Approve an ordinance awarding a contract to Siddons Martin Emergency Group, LLC in an amount not to exceed $2,016,637.04 for parts and repair services for Pierce/Oshkosh fire trucks for the Fleet Management Department (FMD).
Specific Explanation:
The Director of the Fleet Management Department and the Chief Procurement Officer recommend that City Council approve an ordinance awarding a three-year contract, with two one-year options to Siddons Martin Emergency Group, LLC. on its sole bid for parts and repair services for Pierce/Oshkosh fire trucks in the total amount not to exceed $2,016,637.04 for the Fleet Management Department.
The scope of work requires the contractor to provide all supervision, labor, tools, parts, equipment, transportation and facilities necessary to provide turnkey repair services for Pierce/Oshkosh fire trucks for FMD. The contractor will be required to repair Pierce/Oshkosh fire trucks equipment malfunctions to include mechanical repairs, and any other repair service or alteration that may be deemed necessary; due to vehicle accidents and/or normal wear and tear.
The Invitation to Bid (ITB) was advertised in accordance with the requirements of the State of Texas bid laws. Seven (7) prospective respondents viewed the solicitation document on the Strategic Procurement Division’s e-bidding website, and one bid was received. Additional research determined Siddons Martin Emergency Group, LLC is the only authorized supplier. Pierce Manufacturing, Inc. has provided the City with a letter indicating that Siddons Martin Emergency Group, LLC is the only authorized supplier of Pierce/Oshkosh fire truck after-market parts and service provider for the state of Texas.

Pay or Play Program:
The proposed contract requires compliance with the City’s “Pay or Play” ordinance regarding health benefits for employees of City contractors. In this case Siddons Martin Emergency Group, LLC will provide health benefits to eligible employees in compliance with City policy.
Houston First:
The proposed contract requires compliance with the City’s “Hire Houston First” ordinance that promotes economic opportunity for Houston Businesses and support job creation. In this case the proposed contractor Siddons Martin Emergency Group, LLC is a Hire Houston First designee.
Fiscal Note:
Funding for this item is included in the FY18 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policy Ordinance 2014-1078.
