Professional Engineering Services Contract between the City and Freese & Nichols Inc., for Wastewater System Modeling and Master Planning.
RECOMMENDATION: (Summary)
City Council adopts an ordinance approving and allocating funds for a Professional Engineering Services Contract with Freese & Nichols Inc., for Citywide Wastewater Modeling and Master Planning.
PROJECT DESCRIPTION AND JUSTIFICATION: This contract provides the engineering support necessary for hydraulic modeling and planning to identify hydraulic deficiencies in the wastewater collection and treatment system. The information helps identify expansion and improvement needs to accommodate projected growth and ensure regulatory compliance. The Contractor will perform work as authorized by specific work orders to do hydraulic modeling, analysis and master planning for citywide wastewater system.
SCOPE OF CONTRACT AND FEE: This project will provide required support for the development and updating of the computer hydraulics models of the wastewater system and develop improvement plans. As authorized by specific work orders, the Contractor will perform hydraulic modeling, analysis and master planning for citywide wastewater system.
The negotiated maximum contract amount for these basic services is $ 2,500,000.00 for three fiscal years; FY18 through FY20. There will be no Phase II- Final Design or Phase III- Construction Phase services and no additional services for this project.
PAY OR PLAY PROGRAM:
The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for the employees of City contractors. In this case the consultant provides the health benefits to the eligible employees in compliance with City policy.
M/WBE INFORMATION: The M/WBE goal established for this project is 24%. The consultant has proposed the following firms to achieve this goal.
