SUBJECT: Additional Appropriation to Professional Engineering Service Contract between the City and Carollo Engineers, Inc. for Almeda Sims WWTP Improvements.
RECOMMENDATION:
Approve an ordinance appropriating additional funds to the Professional Engineering Services Contract with Carollo Engineers, Inc.
PROJECT NOTICE/JUSTIFICATION:
This project is part of the City’s ongoing program to provide Professional Engineering Services for the improvement of the existing wastewater utility facilities at the Almeda Sims Wastewater Treatment Plant.
DESCRIPTION/SCOPE:
This project consists of improvements to the west lift station including mechanical systems, piping and conveyance, electrical systems, structural and HVAC improvements and miscellaneous improvements at the effluent structure and non-potable water facility, diffuser evaluation, replacement of the existing positive displacement blowers with more efficient high-speed blowers, and installation of a new clarifier.
LOCATION:
The project area is located at 12319 ½ Almeda Road and is generally bound by Mowery Road on the north, W. Orem Drive on the south, Robin Boulevard on the east, and FM 521 Road on the west. The project is located in Key Map Grid(s) 572L& 572M.
PREVIOUS HISTORY AND SCOPE:
City Council approved the original Contract on April 01, 2015 under Ordinance No. 2015-0264. The scope of services under the Original Contract consisted of improvements to the west lift station and miscellaneous improvements at the effluent structure and non-potable water facilities, diffuser evaluation, and replacement of the existing positive displacement blowers with more efficient high-speed blowers. The original contract consisted of Basic Services (Phase I, II, and III) and various Additional Services. Under this Contract, the Consultant completed Phase I – Preliminary Design determining the complete scope of work for the project.
During preliminary design phase of the project, the following additional scope of work was identified:
1. Install one additional clarifier at Almeda Sims Wastewater Treatment Plant to meet Texas Commission on Environmental Quality Chapter 217 regulations. The added clarifier is needed to improve plant performance and reduce the risk of Total Suspended Solids violations during peak flow conditions.
2. Obtain new electrical service line for the aeration blowers from CenterPoint Energy, including installing new pad mounted transformers, new conduits and conductors and a new electrical building.
Due to the added scope of work to this project, additional funds are needed for Phase II and Phase III design, and Additional Services.
SCOPE OF THIS ADDITIONAL APPROPRIATION AND FEE:
The requested additional appropriation will accomplish the following tasks: Additional cost of $153,900.00 for Phase II - Final Design and Phase III - Construction Phase Services for the added Scope of Work for the project. This cost is computed by lump sum. Certain other Additional Services are also proposed to be paid as lump sum or on a reimbursable basis. The Additional Services are currently anticipated to include surveying, subsurface utility investigations, geotechnical investigations, environmental site assessment, electrical studies and a Construction Review Committee meeting. The total Additional Services Fee under the additional appropriation is $139,349.00.
The total requested appropriation is $337,300.00 to be appropriated as follows: $293,249.00 for contract services and $44,051.00 for CIP Cost Recovery.
PAY OR PLAY PROGRAM:
The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
MWBE PARTICIPATION:
The M/WBE goal established for this project is 24%. The original Contract amount total is $900,301.00. The Consultant has been paid $267,769.44 (29.74%) to date. Of this amount, $60,635.00 (22.64%) has been paid to M/WBE sub-consultants to date. Assuming approval of the requested additional appropriation, the contract amount will increase to $1,193,550.00. The Consultant proposes the following plan to meet the M/WBE goal.
